Max Bouchet Joins Truman Center for National Policy as Visiting Senior Fellow for City and State Diplomacy

WASHINGTON D.C. - Truman Center for National Policy is proud to welcome Max Bouchet as Visiting Senior Fellow for City and State Diplomacy.  “Max is an outstanding expert in how cities and local governments can address transnational issues like climate changes, migration, and protecting democracy,” said Truman Center for National Policy President and CEO Jenna Ben-Yehuda.  “Promoting city and state diplomacy is a key strategic priority for Truman. We look forward to Max’s contributions to building relationships between local, federal, and international officials to advance our domestic prosperity and shared security in a dynamic 21st century multilateral framework.”

Truman’s June 2022 City and State Diplomacy Task Force report, Broadening Diplomatic Engagement Across America, has been widely cited for its strategic recommendations to advance subnational diplomacy. In October 2022 the U.S. Department of State adopted two of Truman’s key recommendations by appointing Ambassador Nina Hachigian as Special Representative for Subnational Diplomacy and creating the Unit for Subnational Diplomacy.

Mr. Bouchet will remain a Senior Policy Analyst and Senior Project Manager at the Center for Sustainable Development at the Brookings Institution, where he helps lead the Local Leadership on the Sustainable Development Goals (SDGs) Initiative and manages the SDG Leadership Cities network, while engaging in research on cities and multilateralism.  He was previously a Research Analyst at the Brookings Metropolitan Policy Program, where he helped manage the Global Cities Initiative and advance the economic development of local communities.

Mr. Bouchet holds a BA in Political Science and a Master of Public Affairs, both from the Paris Institute of Political Studies (Sciences Po Paris, France). Previously, Mr. Bouchet was a fellow of the Global Governance Futures – Robert Bosch Foundation Multilateral Dialogues, a graduate of the 2022 Bucerius Summer School on Global Governance, and a member of the Truman City and State Diplomacy Task Force.
