On Monday, February 8, Truman’s Janne Nolan Nuclear Security Fellow, Naomi Egel moderated a public panel discussion, “The Future of US-Russia Arms Control.” The conversation featured keynote speaker Rose Gottemoeller, former chief US negotiator for New START and former NATO deputy secretary general; and a panel comprised of Kingston Reif, Director of Disarmament and Threat Reduction, Arms Control Association, and Truman Member Pranay Vaddi, Fellow at Carnegie Endowment for International Peace. The panel answered important questions related to the extension of the New START treaty and how US-Russia arms control agreements fit into the landscape of 21st century nuclear agreements.
During her keynote remarks, Gottemoeller provided insight into the need for rich dialogue between the US and Russia, especially given new challenges to the strategic stability talks amidst the rising political tensions. In a post-New START era, she emphasized that the continuation of a strong, bilateral relationship should be a top priority in order to create lasting arms control agreements. Gottemoeller stressed the need to maintain bilateral relations with important nuclear states, such as China. Additionally, she highlighted the importance of engaging NATO and Asian allies in discussions regarding future arms control agreements.
